
You’ve watched your dream home rise from the ground up. The final coat of paint is dry, the fixtures are installed, and you’re ready to move in. But before you can legally occupy your new house, there is one final, critical document you must have: the Certificate of Completion and Compliance (CCC).
Many homeowners are unfamiliar with the CCC, but it is arguably the most important document you will receive at the end of your construction journey. The CCC is an official document that certifies your newly built house is safe and fit for occupation. It confirms that the property has been constructed in accordance with the approved building plans and has complied with all the requirements of the Street, Drainage and Building Act 1974 and the Uniform Building By-Laws.
Essentially, the CCC is the government-endorsed “green light” that declares your home is legally habitable. It replaced the previous system of the Certificate of Fitness for Occupation (CFO) to create a more efficient and self-regulated process.
The CCC is issued and signed by the Principal Submitting Person (PSP). This is the same professional Architect or registered Building Draughtsman who submitted your building plans to the PBT at the beginning of the project.
By signing the CCC, the PSP takes full professional responsibility for the project. They are certifying that, to the best of their knowledge and based on their site supervision, the building has been constructed correctly and safely. This process also involves the submission of 21 supporting forms (known as G1 to G21 Forms), where various contractors and tradespeople certify that their specific parts of the work (e.g., foundations, electrical, plumbing) have been completed according to regulations.
It is a Legal Requirement: It is illegal to occupy any new building in Malaysia without a valid CCC. Doing so can result in fines and other legal penalties.
It is Essential for Utilities: You will need the CCC to get your permanent water and electricity supply connected by the utility providers.
It is Required for Financing: Your bank will typically require a copy of the CCC before releasing the final portion of your construction loan.
It is Necessary for Insurance and Future Sales: You cannot get your house insured without a CCC. Furthermore, you will not be able to legally sell or transfer the ownership of the property in the future without this document.
The issuance of the CCC is the final milestone in the construction process.
Final Inspections: Once construction is complete, the PSP will conduct final inspections of the property.
Collection of G-Forms: The PSP will collect all 21 G-Forms from the various contractors, certifying that each component of the build is compliant.
Issuance and Submission: The PSP will then issue the CCC, submitting a copy to you (the owner) and another copy to the local authority (PBT) for their records.
The CCC is more than just a piece of paper; it is your assurance that your home has been built to the required standards of safety and quality. It represents the culmination of a professional, well-managed, and legally compliant construction project.
